Navy polka-dot tulle skirt

NWOT navy skirt with white polka dots. I believe this was marketed as “one size,” the elastic waistband is 11.5 inches (flat) and easily stretches up to 19 inches (flat). 4 layers of tulle over a satin liner for a nice, full look.
