Necklace with Pale Blue Stone

This beautiful necklace looks custom made. It is silver in color (possibly silver or steel?) . It has 2 stones, pale blue (looks like topaz or crystal) & a smaller clear stone. There is a Tiffany style toggle closure. Chain measures 16 3/4" length. Pendant is 5/8" wide x 2" high.
