Never Worn Navy & Black Damask Lace Cocktail Dress

This dress is so beautiful, I ordered it online from Macy's to wear to a wedding and it was too small, and didn't have enough time to reorder a larger size. No tags, but never worn. I'm guessing it must have never had a tag only the original packing bag it came in. Black lining with navy blue damask lace over top. High neckline with off the shoulder sleeves. This dress is a women's medium but it runs small, fits more of a womens 4-6. I'm 5'4 and its a midi length, coming mid- upper calf.
