New Black Evening Flare dress

Elegant evening or formal dress, never worn. New without tag. Lace details on two sides of the dress and on sleeves. Zipper on the back with gold button. It says medium but too small for me. I would say it is size small or between small to medium. The approximate measurements: Waist about 26.5” Shoulder to shoulder about 26” Chest about 31” Shoulder to waist about 16” and waist to bottom hem about 24”.
