New floral border twill mini dress-tags still on

100% polyester floral dress. All gray with navy blue trim around waist and baby blue/navy blue flowers at the bottom of the dress. Ties in the back. V-neck line in front and back. Zips down on left side. Tags are still on! Never worn, got it passed down from a relative who also never wore it. Water mark stain on back left near shoulder (shown in picture). Could possibly be dry cleaned out.
