Is there still seam allowance to let the dress out? Is the 14 inches across roughly below the bust or the waist?

@dbernal2 I am not a seamstress but I think there is room for this. I added an extra pic to show that there is one bigger seam (where my finger is pointing) and then there are multiple other seams like the ones on the sides of the same pic
