mjhaught @daiqsmom Thanks for your interest! It is pull over but the waist isn't elastic per se. The fabric is sewn to the shape. I have posted a picture of the inside so you can see what I mean. I also added the tag so you can see the material details. I saw your other question and will get to it as soon as I can.
