Hi @wag6710! Yes, the waist is elastic. I absolutely love this skirt but it is just too small. I will take measurements later tonight and post them for you. Thank you for your interest!

@wag6710 unstretched it measures 14.5" flat across, stretched 22". Currently I am a larger 10 and it's just slightly tighter than I would like. Please let me know if I can answer any other questions for you!
