Nu New York Blue Summer Dress

Feminine, flows, gorgeous blue and white patterned dress with short sleeves, scoop neck, with an empire tie and tiered skirt. Size S, but would recommend for an XS. I am 5'2 and included a photo of me wearing it. I love this dress because it's loose and airy, but not oversized, and gets tons of compliments. Can be worn with the tie or without.
