Odd shape Vintage Joseph's Inc fur hat with 1 flap very small Childs?

Odd shape Vintage Joseph's Inc black fur hat. I'm not 100% but I think it's lamb. It's soft short and curly. the hat has a flap that comes down only on one side, and the strap is continuous, no opening. The hat seems very small. Circumference around the band is about 16" I'd say. It's hard to measure because it's not a perfectly round area for me to measure. I have a small head, and it seems small even on me. Not sure what these were called or even used for.
