Off The Shoulder Blouse 3/4 Length Sleeves NWOT

Beautiful periwinkle blue off the shoulder blouse with 3/4 length sleeves that tie at the ends. Never worn. New without tags. Very soft material is 95% Viscose and 5% Spandex. Tag says Small but runs bigger. Gathered elastic from shoulder to shoulder measures 18" laying flat. 23" long.
