Off Shoulder Midi Dress

The base color is navy blue with different shape circles of white and smaller spots of different colors. The neck line is elastic and looks like it can be worn off the shoulder or just worn as a wide neck. It gathers at the waist with elastic and has loops on the side if you wanted to add a belt.
