Open shoulder, mini dress with keyhole and flutter sleeves

This dress has a stunning material. It’s navy blue with gold accents. There’s a sheer component, but there is also velvet. It’s got a lot of dimension with the exposed shoulders, the flutter sleeves that have a slit in them, and the keyhole in the front. There is a slip underneath, so it is not see-through. I am 5’5” for reference, and this dress hits right at my knee.
