Ordered a size 7 but fit like 9.5 (measured 10”)

Never been worn. I bought a women’s size US 7 however they were too big. Although the box and shoe are labeled as 7, I measured and they’re 10 inches which averages to a size 9.5. I was sent the wrong size. Shipped from Europe so could be a mix up in size chart.
