I have worn it about five times. Thus, it is no longer new with tags, but I would consider it new without tags. no stains, no rips, no flaws. When I received it, one of the pieces of Velcro on the sleeve had come unstitched however, I had it professionally re-sewn on. Runs large. I would say it fits more like a medium than an extra small.
