Is this xxl equivalent to an 18/20 or 22/24?

@nezlie61 Its difficult to say. This garment os one piece, cut on bias.. very difficult to do! So I measured the back and what should be the underarms and they measure 28". I was a size 20 when I ordered this, and It was too big for me. It's never been worn. The delicate ruffles are stunning! I really love this piece!
