Parker NY navy floral dress size S NWOT

Beautiful Parker New York dress in brand new and perfect condition. Can be worn as a day dress or to cocktail event. The main color is navy with lighter blue and white floral prints. Size small but runs small in waist but large in bust area. Would fit someone with 26-27 or smaller waist but D/E cup. Never worn because the bust area is too loose on me. Measurement: Length: 33 inches, waist: 28 inches.
