Patterned Shift dress with cinched waist

This is a shift dress with a cinched elastic waist. It has two layers that are attached, a solid blue tank top dress underneath and a blue with white bird pattered chiffon overlay. It’s a size medium and fits about a size 8-10. It’s from Forever 21.
