@allie_c93 I just tried the coat on myself to better answer your question...
Lets start with...
I, myself comfortably wear a 12/14 or XL.
When measured (in inches) :
* From Tip of Middle Finger to Spine/Center of Neck - 36"
* From Shoulder to Shoulder - 18"
* Bust - 47"
* Chest - 36" <<this one is basically the # portion of your bra size (example: I wear a 36DD).

So, when I tried the coat on, it did fit me, however not comfortably.
The shoulders wear snug and I definetly could NOT button the top\bbossom button. Also, the sleeve length was a tad short for MY liking.
That is the reasoning to my answer of, Yes it is a true to size fit.
