Penny Howard Design Originals size L teal dress leather/faux leather pre owned

Dress by Perry Howard or Penny Howard, probably from the 90s. Beautiful teal dress is made to slip over the head. The material is very soft and I think it's leather but it's very hard to tell. The material is soft and flows great, and sort of smells leather-like. Very little sign of wear. My mannequin is a size medium for reference. There are 6" slits at both sides at the bottom of the skirt. No garment care tags.
