Does it have a zipper? Or just squeeze into the skirt? I have wide hips but a very small waist. Would a small be ok?

@unknownredhead Sorry for the delay- I had to go out of town last minute. I just realized the Large is mismarked and actually a medium. The medium measurements are as follows: waist 14" flat - but because it is a paper bag waist the belt can be tightened and give it a more paper bag look. Hips are 17" unstretched and skirt has a little stretch to it-about 18" stretched. There is a zipper in back to assist with getting on. LMK if you have any other questions. Thanks!
