Polka Dot &a Roses Dress 🌹

Rue 21 dress with polka dots and roses print. Has ruffle neckline and a cutout lower back. The back did have fabric to tie (see coverphoto) but I cut it and hand sewed it with a loop of the fabric. See pics 6-8. The top is unlined so best with a black bra, but the bottom skirt is lined. It is a little too short for me but I think it would be cute with leggings. RePosh as I haven't worn it.
