addieellipsis @suzanas hi! Flat lay waist measurement is 14 at rest, full stretch is 23 (28” and 46” for the full waist around). There is a waist tie so it can be tightened below the 28” elastic minimum. No damage observed on it. Non-smoking home, also has become non-pet since time of listing so I’ve adjusted that on the listing. Let me know if I can answer any other questions!
