Polka dot thin flowy over shirt

Flowy black and white polka dot shirt. Its see through and had a tie in the front which you can leave open. Lots of dangly bits make it very flowy (see photos). Note I am a medium closer to large than small and this shirt is definitely too small for me. Tags are missing but it seems like a small.
