Poodle dress or tunic appears handmade

Adorable tie strap tunic or dress in chambray with an appliqué poodle and pink satin bow. Purchased locally in Portland, OR and we never wore. Appears handmade and has a nice vintage feel - no size tag inside but was tagged as a 12-18 mo at time of purchase. I think could work for an older age as a tunic top too.
