Cape is made of tulle. *Dress is 100% polyester organza and tulle fabrics. *Dress and hat glow in the dark and the material needs to “charge” under bright lights for approximately half an hour to glow properly. *The glow lasts approximately three to four hours and becomes weaker over time from constant rubbing.
