Pre 1920 Miller & Mitchell Insurance License Plate Topper Badge Rochester Ind This is a metal and may be brass. It has two factory holes at the top and lower point to mount. This is an original topper with some wear. Shows well for age. Center has the number "27" to call in case of emergencies, which I think makes this pre 1920. Measurements in last photo.
