Pretty blue spaghetti strap blouse.

This blouse is a very pretty blue (polka dots) satin/silky with side tie built in. There’s a snap in front at the cleavage. There’s a faint discoloration at right front (hard to see unless looking for it) as shown in close up. It does fall at or above waist (croppish)
