Purple Mary Poppins Blouse vintage handmade stripes long sleeve mandarin collar

Vintage Blouse I picked it up a couple decades ago, while looking for office attire. reminds me of Mary Poppins :D no tags; looks handmade size Medium or Large; guess based on measurements below. brightly colored vertical stripes two shades of purple, red, black, white, and green a tight mandarin collar with two buttons (does not sit straight when buttoned) long sleeves, slight puff at the top and cuffed tight at the wrist with a single button. front placket hides the buttons and front pleats allow for extra space in the chest sizing seems inconsistent, and several different colors of thread are used the fabric is very worn just under the right sleeve (see last pic), some puckers and pills, otherwise in good condition. probably a polyester blend, but again, no tags, so I have no idea approximate measurements taken while laying flat: neck 6.5" (13") chest 19.5" length 25.5" sleeve length 17.5" buttoned wrist cuffs 3.5" (7") (see pics) questions? please ask!
