Quilted Fringe Jacket Handmade? 1980s 90s Style

TAG SIZE: I believe this is handmade (very well done).  No size tag but it seems to be an XL. CONDITION: No rips, tears or stains.  Has been well taken care of.  I can see no signs of wear. MATERIAL: Mostly cotton.  The fringe appears to be suede. EXTRA: This is stunning in person.  So well made.  Two front pockets.  Full zip front and elastic waist. MEASUREMENTS: Chest/bust (laying flat - one side) – 24" Top of shoulder to bottom hem – 25"
