chestersdeals @sparkleshine36 it can be worn as either a shirt or mini dress, depending on your height. It is stretchy. I will see if I can track down a picture of Britney wearing it:)

chestersdeals @sparkleshine36 Looks like Britney did the collab with Candies for Kohl's back in 2009. There was a whole line of clothing, and it appeared to span several seasons. I can only find some of the ads, none of which have her wearing this dress/top.
