shirl624 @dorothyginda Hi Dot. I am SO sorry...I missed your question somehow in the string of notifications! These are a true small. They do have quite a bit of stretch. The waist laid flat is 11.5", which translates to 23"...but the elastic waist easily stretches to 27". The hip measurement laid flat is 17", which translates to 34"...but stretches to 38" easily. Hope that is helpful!
