@daviscrib sorry for delay I had to enlist my husband’s help. The skirt waistband is elastic. I took a picture not pulled and pulled to the fullest that we could do and keep the tape in place. It pulls slightly further though. I planned to unlace the top to get a measurement of the width but the grommet holds the lacing in place so I could not lay the top flat. Without stretch top at bust is 27:

@daviscrib it does loosen-you just cannot pulll out the corset string due to the grommet
