@crowecory Hi Mary! Yes there's stretch to it so you can tuck in a shirt or sweater, wear tights, etc. Measurement-wise it is about 24 inches. To note, I just checked and it's actually a size small. I wear a size 23/24 in pants so I would say this fits more like an XS. Hope that helps!
