Roller Rabbit lined tunic

I’m not quite sure if this is a dress or tunic, or a cover-up or a magical versatile piece that’s all three! Kind of smocked stitching in the bodice, fully lined. Shoulder to shoulder is about 18 inches, length of sleeve is about 20 inches, armpit to armpit is 21 inches and total length is 32 1/2 inches.
