Royal blue cocktail dress

Banded detail dress. Hits me below the knee and I am 5' tall. Never worn. My mother in law owned an upscale clothing boutique and it was in her store when she closed. She gave it to me, but I have never had an occasion to wear it. 92% polyester and 8% spandex. Excellent condition, very nice quality dress. It is a size 6, but it runs small. I usually wear a 2/4 and it fits me.
