Rue 21 Navy & White Strapless Dress

Navy and white strapless dress from Rue 21, featuring ruching in bust, pockets (!!!) and ties in the back. Dress also zips and has elastic around the back band for movement and comfort. It flares out slightly past hip area One twice and since has been washed and stored in my closet. Great condition! The size is "13" but fits like a 12 Bust 15" Hips 17" Skirt width 21" Dress length 27"
