Do your measurements mean that the length is 28 and the waist is 31? Sorry to sound dumb, lol. Also, can you tell me the material, are they 100% cotton , etc...

not a dumb question at all. the waist is 28 and length is 31. they are 100 percent cotton and no stretch. the advantage being is that they won't get that weird stretchy gathering when washed too many times. they fit nicely on the hip. lmk if you'd like more information. happy Sunday.
