Y2K low rise, flared leg pants from dELiA*s circa late 90s. Vintage Blue brand. Wide waistband w/belt loops, zip and 3 hook closure. Rayon/spandex blend, slightly stretchy. Slight pilling at waistband consistent w age. 16” waist, 8.5” rise, 31” inseam, 10” leg opening
