from shoulder to waist it’s 15.5.
The arm circumstance is 9 at the shoulder
and the length of the arms are 21 “
And yes! It comes with shoulder pads!

@alysa513 you can remove them with a snip but you’d have to re attach them with a safety pin if you wanted to get them back :)
