What size waist does the xs fit? And hips?

@malibuboo Hi, the waist is 25 inches. I'm not sure about the hips. The skirt does flare out a little as it goes down. I would guess that the hips hit about where the first tier starts and that's 16 inches across on one side. Hope that helps.
