@swilson215 not entirely sure but if you go off chest size, it would be fine for 36-40. It has a bit of spandex so it does stretch. Length wise, I'm 5'8 and it came about 3 inches below my bottom.

@moresugar depends on how tall you are. The tube top may not fit your chest but this dress should. And if you're not taller than 5'6, it shouldn't be short. The tube top is stretchy and can fit XL but I'm 38b so I don't know...
