This is so pretty! It's a blue top from Bebe. It's stretchy, with straps on the top, open shoulder with lace up braided type detail in the sleeves, and ruching up each side. The length with the ruching lets you pull it down just a little bit over the top of your butt if you want to wear it more like a tunic but it is not a tunic length. The ruching also makes you look extra slim in the waist.
