Stripe rib-knit collar, cuffs, hem. This is an out-of-production piece that is the only remaining part of a 3-piece set. It is made by Nannette, a fine childrenswear designer. It is the ONLY one of this design-new or used-that can be found in my research across the internet & perhaps the original set was an introductory sample, so there may have only been a few--or-if many were sold, they're so cute that no one wants to let them go on the secondhand market.
