STUNNING blue dress with jewels and cutout! This dress is truly one of a kind

Purchased from a local Turkish boutique (one of a kind!) and only wore once for an event! The cutout on the side with the jewels is so pretty and flattering on. I am 5’2” for reference of pictures with the dress on. It is a velvet texture and in like new condition. It’s a size 4 with stretchy material
