darasaur @tokyo_banana bust band is 15.5 taken flat, that would be an overbust measurement, above breasts, not across them. 1" below piping is where the bust starts and that is 16.25" flat. The overlap does provide a little wiggle room of maybe another 1/2" there isn't a "true waist" but to keep the overlap laying nicely the flare is appx 21" flat hope this is helpful! if you need more info let me know.
