idk why I decided to go down this rabbit hole (I really should have gone to bed already 🙈), but I found a thread on vintage fashion guild seemingly about this same label! The thread is from like 2005 so the photo isn't viewable anymore, but they appear to be asking about your label :) https

Look elsewhere on the clothing and you may learn who actually made the item.I have had many Syms branded clothes and rarely found out who made them.
