Sally Tseng Blue Tiered Ruffle Skirt

Rare tiered ruffle skirt by Sally Tseng. Bought many years ago at a boutique in NYC and never wore it. For some reason, I cut the size tag out and I can’t remember why :) I believe it’s a 6, but please see measurements below. I am a 4 and could probably still wear it. Cotton and Cupro, which is a type of rayon. There is a silky shine to it with dots. Waistband is almost like a silver metallic cracked leather. Side zipper. Length: 16’’ Waist: 29’’
