Sassy Fun Dress from New Orleans

NEW ORLEANS AT ITS BEST!! The dress has a waist line and a full skirt. The neckline is the most unique. It has a collar that is quite low and is filled in with a black tiered fabric. It is covered in pink tulips. The dress is quite sexy and revealing at the top if you have size B or larger bra size. I bought it for a party that I was not able to attend. Excuse my pictures but my home is in the process of renovation. It could be knee or longer depending on your height.
