Sequined Designer Dress

I am guessing late 80s, early 90’s. Looks like it was never worn. Came from a high end boutique in DC called Jackie Chalkley. My aunt spent many of her paychecks there! No size marked but it’s like a 4-6. I picture someone swapping out the ruffled bottom for something more 2023! Pure Silk, beautiful beadwork.
